Two-way Marquee

【対象要素】
- セクションの区切りに置く2段組みのテキスト帯に適用する

【演出内容】
- 上の帯は左へ、下の帯は右へ、互い違いの方向に流れ続ける
- 2段は同じトーンの文言で、速度はほぼ揃える

【品質要件】
- 2段の間隔は詰めすぎず、交差する動きがはっきり分かるようにする
- ループの継ぎ目が分からないよう、終了時の状態と開始時の状態を完全に一致させる
- prefers-reduced-motion 時はアニメーションを止め、静止した完成状態で表示する

[Target]
- A two-row text band placed as a section divider

[Motion]
- The top row flows left, the bottom row flows right, in opposite directions
- Use the same tone of copy and near-equal speeds

[Quality]
- Keep enough gap between rows so the crossing motion reads clearly
- Make the loop seamless: the end state must match the start state exactly
- With prefers-reduced-motion, stop the animation and show a static finished state
